The prime minister is expected at a ceremony to formally announce the hiring of the new chief on Thursday.
The announcement is expected on a day when the government is in a delicate position as the federal election approaches.
It will be up to the Liberals to choose their new leader, who will have to find support from a majority of MPs to win a majority in the House of Commons.
